The Chamber of Deputies approves the law governing the Institute of procurement professionals

On 15th May, 2025, the Plenary Sitting of the Chamber of Deputies approved the law governing the Institute of Procurement Professionals in Rwanda (IPPR), aimed at strengthening the regulation and development of the procurement profession. The law defines the mission, responsibilities, powers, and organisational structure and functioning of the Institute. It establishes a formal and independent body responsible for overseeing procurement professionals, with the authority to deliver training, administer examinations, and issue certifications and licenses to qualified individuals. Previously operating as an association, the procurement body lacked legal mandate and structural capacity. This newly enacted legislation transforms it into a fully autonomous institute with legal powers to manage, advance, and safeguard the profession.
